Cecil is a native of Upper Island Cove, Newfoundland. He graduated from Memorial University of Newfoundland with a Bachelor of Kinesiology in 2003, complimented with certification as a fitness consultant and professional fitness and lifestyle consultant. Cecil became a member of the Newfoundland and Labrador Kinesiology Association and worked as a kinesiologist/work-conditioning and work-hardening supervisor for 3 years.

In 2006 Cecil moved to Halifax to complete his Master of Science in Physiotherapy at Dalhousie University. After completing the program in 2008, he started working in the private practice setting with the PT Health team and has had the opportunity to work at the Elsmdale, Bedford and Fall River locations. Cecil is certified in Level I acupuncture through the Acupuncture Foundation of Canada Institute (AFCI). He is a certified member of the Canadian Physiotherapy Association and the Nova Scotia College of Physiotherapists.

In his spare time Cecil enjoys outdoor sports, resistance training, playing guitar (at least trying to) and weekend road trips.
